You can google this blog called "oh my expat life." Sorry I can't put the exact link here as it might contravene the forum rules. The lady who owns the blog wrote about bringing her three cats with her from the US to Malaysia. She mentions the company that helped her facilitate this, and he is based in Penang. It's a super detailed and helpful blog, and the blogger still replies to people who ask her questions about pet moving. I came across it last year when I was looking for companies who could help us with our pets' paperwork (we moved from Johor to Singapore). You can also check out Mamadog Pet Service (which we ended up using). It's based in KL, but Lennie was absolutely helpful when we had to negotiate the quagmire of permits and licences at Malaysian Quarantine. Good luck!
