I posted an update as best as I understand the current situation on my blog.
It seems as though the first phase of applicants can now apply. In this initial phase they are only taking applicants from expats already working in Malaysia (one eligibility requirement is a minimum salary of MYR 144,000). My understanding is the requirement to be currently working in Malaysia will change (at some point), but I am having to guess about certain thing that I am not 100% clear on.

I also have the understanding, findable in the July edition of the Expat mag at expatkl.com, that the Pass is currently going to be offered to expats already working in the country (and possibly having been there for 3 years already, but can't be sure on that).

It does seem like it is still only available for those already having a work visa for the last 3 years. Since this doesn't attract any new people, obviously they plan on opening it up to people without current work visas but I haven't been able to get any answers on when they are planning to do that.
