Some welcome news about a new Residents Pass. Not much detail published yet but will include ex-Malaysians :thumbup:

Thanks for posting the 'good' news. Does that mean, ex-Malaysians do not have to apply for MM2H? Woohoo! that will be great if that happen. :D

It would seem so as long as they have a talent that is recognized and desired for this program. To me it seems like there are at least 3 big questions

1) what talents are desired
2) what proof is required
3) what other requirements are going to be included. Would they accept someone who has the right talents and just want to retire, for example (what if they just wanted to work 2 months a year...)? In one way you can see they would qualify but in another it might defeat much of the purpose of why they are doing it.

Ok heard what you said Sandcastle and let me make myself clear: 1. If they are looking for 'what I believe is' An experienced and hard working individual, they will find one.
3. I will never retire!!! Mainly because my brain is incapable of stopping and if I forced it to do so I would most likely die, in the preceding 5 years. Apart from which, I am fitter than I was 5 years ago and will be fitter tomorrow than I was today. Call it the 'dangling carrot' to understand it, is to embrace it!!!
3. I have the references and the acumen to prove it also I can get them attested if required. There is of course, the test of experience and in this one I am very adept, show me the problem and I will give you the solution in spades, practical application or concept, whatever way floats your boat... I am a serious guy ho just got 'panned' in the recession and need to get myself on track... Thats all there is to it. Malaysia is a place that I have memories of, albeit because my dad spent National service there and I happened to spend part of my honeymoon also. I liked it, I felt an affinity withthepeople and I enjoyed my time there and I figure thats the best I've felt anywhere in the last few years. All I need is for someone to believe in me....

Good. I think the 3 questions are what the government still needs to decide, or if they have decided share with everyone. So far they seem to be in the early stages of explaining what they are planning to do to increase economic growth by attracting people that can help build the economy. They haven't seemed to share yet (or they have, and I haven't seen it) what talents they will seek and include under this program and then what specific guidelines they will use.

It does seem to me, to be a very wise economic policy. First you need to set wise policies. Then you need to implement them well - which is probably even harder then setting them in the first place. And setting them in the first place isn't easy (you can just see how few countries actually do this well). And what is wise depends on the unique situation of your country. Singapore has done this amazingly well. Some of those policies could be used in a very similar way by Malaysia. But it also is true some wouldn't make sense and Malaysia can create policies better suited to Malaysia by understanding what opportunities Malaysia can take advantage of.

And you also need to align other policies and practices with the policies you are pushing. This is also very hard. For example, if you try to encourage and attract entrepreneurs and then make it amazingly annoying to setup businesses that negates your policy of attracting them. Or if you make it very difficult to hire people or the infrastructure is poor or... Malaysia seems to be doing a good job with the supporting policies and practices, though everywhere has room to improve.

Ok Sandcastle Not wishing to debate the issues of country's economic policy. While wishing that they are, 'in keeping' with my own. Nonetheless, you are beginning to sound a bit like my wife when she goes off on one!!(she is an economics Grad) I get the jist... and if things, and by that 'I mean things that can inlfuence 'my wellbeing' I would hazzard a guess that I am not, the best person to pioneer the 'new policies mandate' or indeed debate the issues since I have no clue what they are at this point. If I am on the wrong track? Please advise??? AlI am looking for at this stage, is an opportunity to show my skills and get a serious committment to employment in Malaysia.:o

I think the only thing is you are early. They haven't set the guidelines yet (as far as I know). They have just announced the intention to offer a program that provides long term visa to people that bring to Malaysia some talents they want. But they have not started the program or even set out some fairly basic details yet.

My guess is having a program to actually apply to in 3 months would be very quick action on there part (so it will probably take longer). But I just making a very wild guess. For all I know they could announce tomorrow the details on how to apply. Or it could be a year before they start accepting applications for this program, or it might never get past the discussion stage.

I hope they do move forward. It seems like a wise idea to me.

It sounds like a move forward but no telling what the details will be / when it will happen / if it will happen.

Didn't they also talk about introducing VAT a little while back? Then there were murmurings and then it disappeared. But that's Malaysia for you ;)

What I have heard is that the govt is looking out for professionals such as neurosurgeons as there is a skill shortage in this area. If anyone with highly specialised skills wants to move to Malaysia and work here, it would be best to do a labour market search of Malaysia to see if your skills are sought after. My two bobs worth of opinion. :)

I was at immigration in the Iskandar office in JB just before Christmas and they knew nothing about this when I asked them... so agreeing with sandcastle I wouldn't hold my breath on this being implemented in the next few months.

On a slightly different note, if anyone has a work permit to work for a company based in the Iskandar Development region (bascially JB and the surroundings) then you can now get a new MACS pass (as there is currently no ikad), which means you don't need to fill in the annoying white card everytime you go through customs at the first and second crossings to Singapore. Saved me a lot of writers cramp and only costs RM30!

I posted an update as best as I understand the current situation on my blog.

It seems as though the first phase of applicants can now apply. In this initial phase they are only taking applicants from expats already working in Malaysia (one eligibility requirement is a minimum salary of MYR 144,000). My understanding is the requirement to be currently working in Malaysia will change (at some point), but I am having to guess about certain thing that I am not 100% clear on.

The government also announced an incentive for Malaysians working overseas to return - a 15% flat tax rate for 5 years. It seems as though that program has the same focus (experts in fields Malaysia is targeting energy, health care, technology...).
