Ok, in my experience, in my state (swk), at the school my kids go to (enough provisos?!) the school require parents to have proof of employment and an employment visa (or equivalent long term residency visa) before the children can be registered.
That means, that in this scenario, parents cannot get a visa through their children, regardless of what the govt rules are.
