Well they could educate them to High School level which is free under normal kids going to state High schools and anything after that they would pay like any other unless grants available which a non prisoner would get.

In richmond, they were an early adopter of fining people based on the pollution of their vehicles. Parking for an hour is 2 pounds on a meter, or 4 pounds if your car emits too much carbon [has a tax band of some level or more.]. Of course this makes sense - NOT...

Off course they arent smart meters, you just have to know, we have no tax disks any more... But if you get it wrong, the bar steward wardens have online access to a numberplate db so they can fine you of course...

Hounslow have just said that next year, parking your car outside your house will cost about 50 pounds more for a cxheap car, 100 for a diesel or 300 for a big 4x4... oh and nothing for an electric car - till everyone has one. Then....

Without a doubt key facts are missing - not least, why had she been in intensive care? What was her "eating disorder"? And why did a 38 year old woman die? There is no way it was cold enough in the UK to cause the death of a healthy adult woman, so what issue(s) did she have that led to her death?
