The name change and post count erasure seems to be the Internet Brand software, although of course they would have had to set it to do that. I see that previously banned members' posts and names are still there and searchable. Who knows if it will be the same for everyone who closes their account going forward. I can see that if someone wants to leave they might not want their personal posting history left there in their name for all time, but then of course that's why most of us use usernames that have nothing to do with our real names.
Maybe a note to the management might be in order?

Mods were just as confused by everybody else by this, it's the first time we've noticed it but it turns out there are quite a few other 'scrubbedexpat' accounts, it's now a standard thing for anybody that asks for their account to be closed/deleted apparently. I assume it's something to do with data protection laws.

There is no need.
When one requests their account be deleted, their information is. The posts remain however, and have a generic name attached, which increases sequentially, hence the number. There have been a number of accounts closed over the last year.
This one is no different. It has been asked for on a number of occasions, and previously just on a temporary nature.

If a person returns, can they get their old username back and posts restored to their name, or do they have to start completely over again?

If a former member wishes to rejoin or rescind having their account closed (as it says closed on the 'scrubbed' username profiles - not deleted) using their original username, would their posts be reinstated as well?

Umm... why is the post count reduced to 0 if 'the posts remain'? Edited to add - searching with that username and selecting 'threads' brings up posts going back to 2009.on threads they have started - but clicking on posts (on the profile) or searching for posts, only takes it back to October 2021

Sometimes a closed account is just that, closed, and can be re-instated.
Other times, a request to have an account deleted, then no, it cannot be reinstated, as is the case here. The backend just does not make a distinction in the description.
And no, the OP will not be allowed to rejoin.
