Never mind.
My bad for any mis-understanding, sorry.

I figured that as paint came as part of standard MS installations, if people were inclined to not tread the MS route, they'd have something else in mind...

Slightly aside, it's good to see that MS are acknowledging that there are other OSs out there though.

I like to keep things simple. I usually produce these movie posters or anything similar on an old Mac using the tools built into 'Preview'. And there's nothing more simpler than that basic app.
i) I open the basic jpg or png image I've found and downloaded and wish to enhance.
ii) Select the file and from the Preview toolbar open Tools/Annotate/Speech Bubble.
iii) Drag speech bubble to desired position, then Tools/Annotate/Text.
iv) Type in desired text and drag into the speech bubble.
v) From the Preview toolbar select File/Export, and in box which opens give your new image a name 'Export As': ABC etc. Indicate where to export to, and choose desired format (usually jpg).
vi DONE.

I was interested and impressed, as I don't do that kind of stuff.
I am using the last versions of for purchase of Potoshop CS6 and Lightroom for photo editing only.
Shame on Adobe for making their software subscription only.
