For WiFi the neighbours are a good starting point, just make sure they tell you how fast and reliable it is. I was referring to landlines. House 1 was next to the main cable box (PCP before any techies try to be smart), house 2 was at the end of a long line of overhead cables where you could see the open joints and tree rub.
My wifi woes were partly due to a poor installation (not high enough) and a few major outages.
