The pink paper licence without a photo is definitely still legal, BUT you should get a sticker to put on it from your local Mottorazione (sic) Office and this makes it completely legal in Italy. Don't quite know the procedure - it is on the Expats In Italy website where a Brit has done it. I think its quite simple and relatively inexpensive though.
