Default Permanent Residency

Hello, as UK citizens we have been living in Italy for 9 years and have residency cards which will expire in 2022.
We are non working pensioners with only one of us currently of UK state pension age.
Can anyone tell me? ...1. the advantages of obtaining permanent residency in Italy
2. Would there be any beaurocratic problems if we returned permanently to UK or another EU country?
Done some research online but it's mostly proved useless.

There is no such thing as 'permanent ' residency. You are permanently resident from day one. After 5yrs, you can request proof of permanent residency that certifies that you have the most of the same rights as Italian citizens. This certificate will probably be used to register at the questura after Brexit.
There are no additional beaurocratic problems. Unless you have an EU nationality, moving to another EU country will require a visa after Brexit.
