It depends were you are andy.different towns take longer. It took me ages to get the permesso and its a very frustrating experience because in Italy nobody seems to know anything and i got passed around so many different offices.I rang the embassy who tried to help on my behalf but couldn't do anything to speed up the process. In the end I literally had to show the police at the questura the law book which quite clearly states that all eu nationalities have the automatic right to stay in the country.

Yes, it is possible - in Turin it is taking ca. 4-5 months! For some info on the permesso di soggiorno, check out "Expat Life in Italy" at www.expats.it in the section "Immigration & Documents"
