Question health insurance trouble

I have been living in Umbria since March 2012. I have obtained residenza elettiva and medical registration at my local ASL office.
I am not currently working but am below state pension age.
My S1 expires in January and the ASL office have told me that i cannot make voluntary health insurance payments and neither will they accept private health insurance. They said that the rules on health insurance have recently changed.

I wondered if ASL are correct in saying i cannot make voluntary health insurance contributions. I called DWP and they said they couldn't help.

Thanks in advance for any advice.

assicurazione volontaria is a subjective thing. Some regions/provinces allow it, some not. There is nothing you can do if they wont allow it, but there must be some private health insurance you can have. Even if the rules have changed ...

It is strange that in the health advice for foriegners on the ASL Terni website they talk about making voluntary payments.

My partner's father has proposed employing me as a gardner on minimum wage. That will cost about £1000 a year. I think this is better than private insurance.

I only saw that it talks about voluntary payments for Extracomunitari.

Are you extracomunitari?

No I am a UK citizen. Strange that they allow voluntary payments for non EU citizens but not for EU citizens.

They changed all the rules in 2007 for us.

Once upon a time we needed a Permesso Di Soggiorno and you had to fulfill certain criteria to get one.
Once you had the permesso, you automatically got the health card too.

Now EU citizens no longer have to get the Permesso but Extracomunitari do.

€80 c.a. in taxes & INPS. Is that all? That suprises me. Colf or badante would also work as they are in the same catagory for INPS.

I think the figure is correct because we were advised by the trades union office in Terni.

Have you tried asking the Post Office about health insurance for expats?

Quite a few people have got insurance from them at reasonable rates I think. I don't think smaller Post Offices do this though.

I dont understand your terms colf or badante.

If I work in Italy for a few years will I become integrated into the health system as happens in the UK or will I have to pay health insurance contributions until I receive a state pension from the UK?

Sorry. Colf -collaboratore familiare- Housekeeper or cleaner. Badante -care worker. Unless things change, you only have to pay for health insurance for the first 5yrs of residency. After that, you are entitled to sign up for healthcare.
