Sorry but I don't understand these last few posts.
What are you all on about with 5 year residency or 12 month residency?
You are either registered as a resident or you are not!
There is no choosing how long for.

For the first five years of residence you are not quite a permanent resident - there is an expiry date on the tessera sanitaria corresponding to the end of the one year period of insurance

The school and the comune are being obtuse. You cannot get 5 years residency until you have been resident for 5 years. So it is by default a renewable yearly residency. There is no other option. If you are resident you are entitled to schooling and health care - for the first five years you must have private health insurance - whether it is valid for 1 year or more is of no importance.

I getting a little confused now lol, I was told you cannot get the Italian version of a medical card to access the free healthcare till after five years. We were told for this reason you have to have private medical insurance for the first five years. Once you have permanent residence you can apply for this card ( sorry cannot remember the Italian name for this card).

You are correct but, once you have been given residency (with your bank statements and health insurance or proof of Italian work contract etc) your residency doesn't have any kind of expiry date.
It is up to you to go back to the town hall and say "hey, I've been a regular registered resident here for 5 years. Can I fill in the forms for the permanent residency now please?"
When you have that bit of paper then you can go to the health offices and apply for a "tessera sanitaria".

There is an expiry date on Italian tesseras as well for Italian citizens. In fact the OH and my kids have all just received new ones in the post.

Thanks Lorna that was my understanding and just getting my paperwork together to apply for residence. Also finding a healthcare that is good value, there many out there with huge varying costs.

Get a good few passport sized photos done as well. "They" in whichever office nearly always ask for one or two of them.

You need the health insurance to get residency of course but, if you don't want to go for a very expensive one, you can always pay privately for any specialist check ups that you might need here if and when you need one. There are private Drs and clinics all over the place.

My kids are born and bred Italians but I still have to go to the private Drs or clinics for certain things for them like "in good health sports certificates" and they need to have an electrocardiogram now for that as well. I also have a fully fledged Italian tessera sanitaria but I paid a bit extra for an ultrasound scan in a clinic recently as the hospital waiting list was too long. Even with a tessera, these types of hospital visits are not free. 42 euro each time my 15 yr old needs an x-ray on her wonky back. Just something for you to think about as you check out all the insurance prices.

Thanks for the compliment to us.
I know it's easier said than done but don't let them push you about with made up excuses or rules about residency or school. A lot of the smaller comune don't have to deal with many foreigners so instead of checking on the actual laws and doing some work that they haven't had to do before, they make up bullshit to put you off.
If your boys are only 4 years old, you have another 2 years before they have to officially be enrolled in a primary school which begins at age 6. Registration usually happens in a February for them to start the following September..... and if a school has places, you can send kids to a place where they are not resident.
My daughter absolutely did not want to start middle school in our village with all the naughty boys she'd put up with for 5 years of primary so I enrolled her in middle school in another neighbouring village.

Might be a good idea to show the anagrafe what insurance you intend to take out before paying for it.
In my case I went to the local Asl with the health insurance receipt, the provisional residency certificate (before police visit) and a codice fiscale and was given a tessera

How true a good post , yes they will tell you anything , i got the T shirt i was toild the england was not in the EU when i wanted pemeso di sorgorno many moons ago our pm did not sgn enugh papers italia ?
