I don't think anyone is disputing the facts as you have laid them out and any posts querying them is just genuine amazement that, as long as you have been here legally for 5 years, you can get permanant health care at no cost. For those of us who've been here a long time it seems too simple. Goodluck and do let us know how you get on but because I'm sure that many others are in this situation.
