I just spoke to my 'comune' about this the other day as my daughter turns 18 next month. Her paper ID expires on the exact date of her birthday.
If we go now, she can have a new card in advance, but it will be another child's one lasting just 5 years. If she waits until her 18th she can sign it all by herself and get an adult's 10 year one. No need for an appointment because we live in "Tiny Town" but the waiting time is officially 6 working days and it does costs a lot more than the paper version. Only one photo needed as well instead of two.
