If the car boot is organised by an 'associazione' its legal - but you cannot sell anything new. You will have to join the associazione and pay a fee for each time you attend the flea market - thats the only way they can legally work.

There is actually an opportunity in Modena for kids & their parents to sell their old toys & books. It's normally held 3 or 4 times a year,next to the normal market on a Sunday morning; you have to register but it is free to participate. Google 'mercantingioco'.
I approached my son's scuola media PTA (Comitato dei Genitori) & they are considering having some 'table sales' where you pay for a table & sell what you want : the rent from the tables will help the school's fundraising efforts.
