Default Can a POA be refused because attorneys are Expats??

My sister & I both live abroad and want to use a Power of Attorney signed in the U.K. on behalf of my mother.
However it has been refused by Halifax Share Dealing because ‘if one or more attorneys are overseas residents we would not be able to satisfy anti-money laundering procedures’
Surely this can’t be the case – has anyone any experience of using a POA as an expat.

Thanks .
