Sensible move, we have no problems with it. Just stock up before 24th, stay home, drink wine light the stufa and chill.

Not so fast Pica! According to the University of Sheffield those stufas emit particles that can kill children and pensioners. Added to that the Royal College of Psychiatrists say you can only dink 1.5units of alcohol per day safely.

... but he was told there was a problem at least a week ago, if not more... Still I'm glad he has kind of done the right thing at last, just hope not again too late...

It sort-of depends what sort of running you mean. The regulations state that in the red period "attività motoria" must be individual and close to your home (which previously has been generally interpreted as maximum 200m as the crow flies), whereas "attività sportiva", which must be undertaken alone and in the open air, is not restricted to distance. [DPCM 3 December, Art. 3, Para 4(e)]

So, to take two extremes, jogging would tend to be viewed as "motoria" whereas a professional athlete would without doubt be "sportiva". The difficult part is to define where the limit lies. I would imagine that having a current medical certificate for "pratica agonistica di atletica leggera" plus membership of, for example, FIDAL would put you firmly in the "sportiva" category. If you have neither I think you'd have an uphill struggle to make a case. The official FAQs unfortunately do not cover these aspects in detail.

Another thing to be careful of is that in the red days you are not allowed, in general, to travel outside your Comune of residence. In previous iterations of the regulations the ban has been explicitly in relation to inter-Comune travel "con mezzi di trasporto". I can find no such distinction in the Christmas regulations. Thus if your 5 Km were to take you into another Comune, you could well find yourself in trouble.

There's been a lot of discussion about this amongst Italians I think and the general answer seems to be the law is unclear. Also not a lawyer, but my interpretation is that the govt want to prevent the traditional passeggiata in order to avoid groups forming and that therefore running ...or jogging...or walking a little bit to catch your breath in between running is all okay

​​​​​They want to allow people who have no outside space (no garden etc) to get some fresh air by allowing 'motoria' near home but you must wear a mask. How can you translate 'attivita motoria' into English? 'Motor activity' doesn't mean anything to us...so maybe 'stretch your legs' is the best equivalent we have?

They have also recognised that individual sport activities such as running and cycling are quite good for people's health and so they want to permit this (without masks) and they want people to go somewhere suitable for this (the park, the woods, the countryside ) where you can keep your distance but you have to stay within your comune on red days

Wishing you all a very happy New Year. Surely it can't be worse than 2020 so here's hoping we can all get back to some sort of normality very soon.
