Default C form - leaving and re-entering Goa for Christmas

Does anyone know this answer?

We have friends who live here for approx 170 days, on 12 month tourist visa ,they live in a private house and have not or the owner registered for C forms. They are leaving to spend Christmas in the Uk will they be allowed to leave and re-enter without having completed C forms ?
Thanks RofS

Just thinking of immigration when they see the entry/exit stamp over a short duration of 8 weeks . We had "heard " of another Brit that left India for a trip to Sri Lanka and was refused entry back into India as they had no C form. Just to confirm "heard"

It is the duty of the householder/landlord/ hotel owner etc. to get the C form filled in and they have to submit it.
Perhaps your informant had a wrong type of visa, or other registration not done.
