Why don't SA announce new 475 English requirement?

They said it will have finalized decision soon on September 2007,
however, now is 29th November 2007, in fact when will SA change
English requirement? Who can help me? Thanks.

Sorry, don't understand the question. Do you mean the concessional 5.5 option? This is what their website says in the pdf at http://www.immigration.sa.gov.au/pdf...ipCriteria.pdf (see the top of page 4 in the link if you can't read the following hieroglyphics):

Sure, I mean IELTS average 5.5 arrangement
they are too slow, when will SA finalize the arrangement?

Because if they accept IELTS 5.5 and my occupation still on list,
I'll apply 475 visa

No idea. Why don't you ask them or do the IELTS test again while waiting?
