Who needs FBI checks?

Hi,

This may sound funny but I need to know the answer if any one can help. Can anyone tell me who needs the FBI checking. Is it been asked by the CO? Does all applicants have to do this?

In my case I didn't see this name in CO's email.
CO asked for Penal Clearance Certificate and Medical.

Perhaps FBI checks required for those who had been in USA for more than a year.

Why would all applicants be required to do a check from USA? Not all applicants have lived in the US, so of course they don't need a clearance from there.

FBI checks are required for applicants who have lived in USA for 12 months or more cumulative in the last 10 years.
