Where to start?

I'm new in this group.

I was read it for a few weeks, but hasn't found information i need.

I wanna start imigration process to Australia.
I'm 20 years, have masters degree in Engeneering (IT specialization);
have 3 years work experience.

I read DIMA and ACS site. As I understand I need ACS's skills
assessment. What forms I have to send to ACS?

It's pretty obvious that you only gave a cursory glance at the ACS website, which explains why you don't even know where to get the ACS skills assessment application forms.

Try here: http://www.acs.org.au/static/national/lodgeappn.htm

If you don't know the answer from reading the forms, you should
seriously consider hiring an agent.
