Aged Contributory Parent Visa: Onshore visa, age restrictions.

If I understand this correctly, my father may apply for Aged Contributory Parent visa if he's 65 years old and meets all other criteria of the Contributory Parent Visa....and he may do this on shore? :-)

He is expected to apply offshore if he is resident in the UK.

I simply need to understand the difference between a Contributory Parent visa and an Aged contributory parent visa.
It seems the Contributory parent is applied offshore and the Aged Contributory Parent is applied onshore. And it is legal to do this.
You seem to be hung up on people applying whilst on shore yet if the above is correct, then it is perfectly legal?
