Certain visa applications require frontloading (namely partner/spouse visas) as this makes them quicker. Basically you send all forms, evidence, medicals, PCC's etc in, in one go, rather than waiting for them to be requested.
You could try the other (Lifestyle and Culture) forum for more specific information about Victorian cities etc. Do you have any idea of where you'd like to go?

Front loading is as mlbonner has stated, is having all the necessary info such as medicals police checks etc provided with the application.
My hubby applied for a spouse via and didn't have to front load his application, but it did delay it a bit by having to wait for the Australian High Commission to request the medicals etc.
Alot of people on here say front loaded applications are dealt with quicker.
Hope this helps.

This puzzles me. We tried to frontload with medicals for a Prospective
Spouse visa but were told by DIMIA that the medical forms will not be
issued until after the application is received.
As a consequence we had to cancel pre-arranged appointments.

Here is a link that lists area in Victoria.
I am a long time Victorian and although I live in Melbourne, I have
lived in rural areas and know the state well.
I would be happy to answer any questions.

Can I chime in? If I make it in I'd be looking for a semi-rural area within
60min MOL commute from a major city like Melbourne or Adelaide. I want to do
the back to nature thing but still be close to city amenities for a weekly
visit. Low taxes would be nice. Access to lakes or some other waterway for a
seaplane would be nicer. Thanks.

Some of Melbourne's suburbs are a 60 minute commute:)
There are suburbs that have maintained a country feel.
http://www.greatoceanroad.org/geelong/
There are places out of Geelong that may interest you. Geelong itself
is quite large but many people commute to Melbourne from there.
Also it has the sea. Remember most major Australian cities are on the
coast.
You may prefer Adelaide. It is a much smaller city and it takes little
time to be in the bush.
Take care,

Medicals and police checks do have a limited validity, so if you front load and your application drags on, you may have to do them again.
The other problems with front-loading are:
- it's not always easy to get hold of the medical forms offshore unless DIMIA send them to you
- Medical providers often want to send results direct to DIMIA. But if you haven't applied yet and have no file number, the risk of loss is a lot higher.
And as of information on the best towns and cities in Victoria, resources could include the Web, local library, a good bookshop, subscribing to an Australian newspaper (from Victoria) and so on.

I was recently told by DIMIA that they will not issue them prior to
receiving applications for visas because of past cases of fraud.
