I am not an Expert but I got a waiver for the Ielts...
I am Swiss and Italian therefore from Non-English speaking countries...
-I have my English Proficiency (Cambridge) grade A --> didn't count cause not IELTS
-I have my CELTA (English Teaching Certificate) --> didn't count
-I have a Masters from an Australian Uni --> didn't count
-English is my mothertongue --> didn't count
However, since I spent about 4 years in OZ altogether my CO decided to give me the waiver... I guess maybe that + the above-mentionned points made the difference. It is very difficult to get the waiver but I would put all the evidence you have together and send it to CO
WHat is ur background? Mothertongue?

To be on a safer side, IELTS score above 6 in each section is highly recommended.
