I am Australian citizen
My brother's visit visa has been rejected.
in the rejection reason they said the info he provided were not enough to justify that he is not going to stay in Australia,
I believe he can provide more document to prove that he has belonging overseas that he must go back for.

I tried to lodge review through Australian Appeal Tribunal but they asked for $1764 which is way too much for visit visa

what are his options now?
Can he re-apply? or he can never visit me here?
