Default Visa for parents

now we have our visa my parents want to come too. My brother lives in Australia and will sponsor them. As they are pensioners but are self funded does anyone know which is the best way for them to apply. I have heard that its best to apply while in Australia on holiday as it only takes weeks. Is this so?
Also with this new route of paying medicare etc up front we are rather confused. Plan on speaking and employing an agent - but was hoping for some feedback from some of you in the meantime.
Any advice ?

In exactly the same situation as you and looking back over this forum there are parents visas / retirement visas and also a bridging visa so I am also getting my parents to speak to either Alan or George on this site to get some good information, its gonna be a nightmare organising their move and our move but worth it in the end. Good Luck
