Hey everyone,

I'm Vince from Singapore.

I applied for Victoria's state sponsorship for my Systems Analyst occupation on 18 Nov 2010. The just sent me a rejection email today on 18 Feb 2011, exactly 12 weeks after the lodgement.

My situation was a bit different because I have applied for a skilled-sponsored 176 visa in April 2008, which is still pending approval.

In April 2008, I did not see the need to apply for any state sponsorship and neither was the state sponsorship policy back then like the one that was introduced in Nov 2010.

I applied for my Victorian state sponsorship in an attempt to speed up the processing of my 176 visa, which is on schedule 3, due for finalisation by the end of 2011.

This is the rejection letter I received from Victoria for my Systems Analyst occupation:

Thank you for your application for Victorian Government nomination under the 176 - Sponsored visa scheme.

Following a review of the information you have provided to the Skilled and Business Migration Program, we regret to inform you that the Victorian Government is not in a position to sponsor you under the 176 - Sponsored visa scheme.

The Victorian Government considers whether applicants have sufficient financial resources to establish themselves and their dependents in Victoria while they seek employment. As the funds required differ depending on individual circumstances, the Victorian Government does not specify the minimum amount of funds required. Also considered are any connections with Victoria through family, friends, previous travel, study or employment.

The decision is based on an evaluation of your ability to successfully establish yourself and any dependents in Victoria. We need to ensure that sponsored migrants have the necessary resources, support and commitment to successfully migrate to Victoria and, in this case, it has been decided that your application was unsuccessful in this regard.

Applicants are entitled to reapply for Victorian Government sponsorship six months after the date of refusal, provided the nominated occupation remains eligible for nomination.

Refer to the Department of Immigration and Citizenship (DIAC) website for alternative visa pathways: www.immi.gov.au.

I find their answer very strange because I have over $20000 AUD sitting in a fixed deposit bank account and lots more in SGD.

I have more than enough to tide me over for at least 6 months to a year until I find a job.

I'm puzzled at their rejection and I will have to call them up to get them to explain the exact reason why.

Then again, I don't really need their sponsorship because it may not make a huge difference in my case.

I don't have relatives in Victoria but my sister is in Perth. My 176 visa does not have any obligations that bounds me to the same state/city as my sponsor.

I hope I have good news to share in the near future.

Today, I got the delay mail for the second time. But here they mentioned that - "The nominated occupation is 262112 ICT Security Specialist"

But I selected 261399 Software and Application Programmers NEC during VIC application submission since ASCO Code 2231-79 (Network Security) correlates to ANZSCO 261399 (Software and Application Programmers NEC) as per Schedule-4 of DIAC.

Moreover, in Schedule-4, ASCO Code 2231-79 does not correlates to 262112 ICT Security Specialist. Now, I sent them a polite reply with my application summary report and requested them to change the nominated occupation as ANZSCO Code 261399

From the sections you highlighted, it seems fairly obviously that they are basing their decision on many more facts than just monetary.

Seriously I don't know why. I did not submit any proof of funds in my bank accounts do they may not know how much I have to say I do not have enough funds to sustain myself.

If they don't know how much money I have, how can they reject me based on that? I wonder what they mean by commitment and support. Did they reject me because I have never been to Victoria and I have no friends and family there? If so, I would find that very unfair.

They didn't say they rejected my skills.

I tried calling them but I could only reach a voice message telling me to email them instead. I hope they reply to my emails soon.

How can they base the funds we stated if they didn't require us in the first place about any documents to show that we are financially capable to move to Victoria. To be honest, it's my bad, that I only stated around 5000AUD which I plan to bring if we move there. I could've stated more like the cost of our car, our house if we plan to sell it. But like I said, I have a brother living in Melbourne which is more than willing to support us while we seek employment without having to sell our properties in our home country.
Did you manage to appeal this rejection?

I forgot how much I said I would bring but it seems like it isn't enough for them.

What it seems is just a standard format of rejection mail what you received. Let me ask you about your occupation I mean real skills. How are the job opprtunities in VIC--did you check? Also Did they ask you about a "written statement for giving reasons to choose VIC" ? Please let us know---

How are the job opprtunities in VIC--did you check?
Not sure what everyone calls a job opportunity check in Victoria. I did searches on seek.com.au and the jobs that are suitable for me are mainly the web programmer jobs in Melbourne.

Compared to the rest of Australia, Melbourne comes second to Sydney for web programming jobs. I'm only considering these 2 cities for my profession.

They did not ask me for a letter to state why I chose Victoria. I only applied for Victoria state sponsorship and do not plan to apply for another even if this is rejected.

I already have a pending 176 skilled-sponsored visa application that was lodged in April 2008. I can simply wait for the finalisation of that one.

I will attach my bank statements and send them over to the Victoria government to consider. Let's see what they say about that. In case you're wondering, I am going alone without any dependants.

I would like to check with the folks who have had the experience of applying for VIC state sponsorship in past (2009/10) when it had taken more than 3 months (i.e. 6 months..or more) - Did VIC send out delay emails back then, like the ones they are sending now? Just want to assess if its a common practice at VIC.

If this is indeed the first time they are sending such emails proactively - then I guess they are genuinely visiting their internal processes....

I have had the unforunate honor of being rejected by VIC last year. And I didn't receive any emails from them. The only exchange we had was when I uploaded my IETLS result and they acknowleged by emailing... "Thank you, we have updated your file blah blah.."

I applied on March 24th 2010 and got rejection email on Sept 30th - count the months !

However, there was one thing, I was emailed by one <snip> regarding some survey. I never took it seriously but she was from workforce Victoria.

What are you thinking about ?. Tell us !?

Nuthin much...Just trying to understand if these proactive delay emails are a norm to something ulterior or are these genuine this time around... I believe since they have stopped accepting ICT applications now, there is nothing else stopping them from analyzing those, except their own internal process. So hopefully it should be quick this time if they fix the review process soon.

I just got rejected by VIC but I still have a pending 176 visa. I will be executing my NZ Plan B in March.

I may end up with both AU and NZ permanent residence visa by the end of 2011. Who knows?

Not so sure, to my knowledge "Software Tester" is/was only being sponsored by Victoria.

I second this, I don't think there is any state sponsoring Software tester other than VICTORIA...

and wow just wow, still no emails or whatsoever... they just want to prolong our agony

Few Days ago, Victoria replied me and corrected my occupation as 261399 and updated in their system. Now, lets see what will be the next mail from them .
