As the application form is in ADF format, it is possible to use the Adobe writer to
fill in the forms?

Hi Tony,

The Department uses a locked PDF format so that you can't mess with its forms and
remove unhelpful questions such as "do you have a criminal record?". If you were able
to write a PDF application form they would probably want to arrest you There is
form filling software available to migration agents, but this is just a time saver
for us and not necessarily something you would want to purchase to produce a form.
