Default Transfer of applications back to embassies ? IS it true?

Hi All,
I 've just learnt that some applications from some countries are sent back -
to a Australian Mission in country of applicant.
1. Is there anywhere a list of countries which applicants' applications are
sent back???
2. Do you know for which countries it happened that the applications were
sent back ???
3. Does it happen to all applications from such a country???
4. Is it one time activity to clear backlogs or it will last for longer???
Thanks for any info
Cheers

There's no declared list.

Probably depends on circumstances.

With some countries, not everything can be done from Adelaide. So
it's going to be a long-term thing, and will probably be extended
rather than reduced in scope.
