Is an IELTS test difficult?
IELTS is not difficult per se, although as any test it requires preparation and being familiar with the format of the test. Visit IELTS.org, see if you can get a prep manual off someone, also do a search here for the useful tips.

Masters degree is counted same as Bachelors, so you should get your 10 points out of that. Although DIAC does not much care how you get your 65 points (60 in reality, 5 comes from state sponsorship, so if you can't get those 5 the rest does not quite matter, does it?), if it comes from IELTS with all 8s, or IELTS+degree, or else is entirely up to you. Figure the best/easiest way to make up to the threshold and thats that.
