stni visa info required etc

I am about to lodge my tra and with the changes still hope to pass,with a job title best matched my trade,then follow up with skilled visa or skilled sponsored visa by aunt.
But i was looking at this tonight and was wondering how i can find out more on this or if anyone can tell me more,i was and hoped to head for brisbane and getting the skilled visa would allow me that,but if i fail my tra then is this also possible and if perth it has to be then i could live with that as it was a place i had been thinking of before i met my oz girlfriend,but as things are not looking good with her these days then perth can maybe be an option now.
But i know nothing about this visa and what would be required there and also,what this one costs and time it takes to get it etc.

STNI (State/Territory Nominated Independent)
The STNI subclass allows applicants to be sponsored by a state or territory government of Australia for migration to Australia. You would need to have an occupation which is in demand in either New South Wales, Victoria, Western Australia, South Australia or Tasmania.
Western Australia
Your occupation is in demand in Western Australia - you could seek nomination by Western Australia for an STNI visa.
People with the following specialisations are in demand:
*Pipe Fitter

STNI has been replaced by the new subclass 176 visa.
You'd be best to stick to http://www.immi.gov.au as other sites may be out of date.
