Statutory Declaration

my fiance, who is from Australia, is doing statutory declaration letter for our prospectiv marriage. She is the one writing because her relatives, whose names listed on the letter,are not fluent in English. She will have them sign it.
Is alright for her to write on her relative behave?
What specific format does the statutory declaration has to be?
Can it be like a personal statement letter like me and my Fiance are doing?
Below is a sample her statutory declaration lettery.
"We are relatives of (name)(names list as below) have been aware of blank and blank on going friendship since Feb. 2003"

Are her relatives Australian as well? (I assume so) it needs to be written on a form 888 if thats the case. Each persons' stat dec also needs to come with a certified copy of their citizenship.

Our supporting witnesses included some details of having met my fiance
and our plans for the future.
It is OK to have someone transcribe but the witnesses are signing a
legal document.

I thought Form 888 is for those who apply under defecto or spouse category. On my other post, someone reccomend that for stat dec under prospective marriage, just a stat dec letter would be sufficient enought. On the Form 888, the heading states "Statutory Delaration by supporting witness in respect of an application to remain permanently in Australia on Spouse or interdependency ground"
