My sister is an Australian citizen and she is planning to sponsor our parents to
Australia. As they are soon retiring are there certain requirements to be accepted into
Australia. Provided they are accepted and enter as permanent residents are they entitled
to Medicare?

Good luck. There's very little allocation for parent visas.

More important than that is the fact that parent migration to Australia is almost
impossible at the moment. Have a look at: http://www.immi.gov.au/facts/29parent.htm
