Default sponsor eligibility for 886

Just quick questions regarding sponsor eligibility difference for 886 between A citizen and A permanent resident.

Any differences between the two when it comes to sponsoring eligibility?

Can an aussie citizenship sponsor her sibling for 886 while the aussie citizen is overseas (for example-working outside Australia)?

Get professional advice as an Australian citizen sponsor outside Australia may have problems showing ability to meet sponsorship obligations.

A PR sponsor must normally be "usually resident" in Australia.
