SMV Visa and Travelling to Oz after loding app

Dear Freinds,
One of my freind is planning to lodge an application for SMV Visa
(his occupation points is only 50 and he cannot meet 120 points or STNI rqmt) and he also wants to travel to Oz on a holiday/ Job market analysis in his field which is Advertising and PR.
Would like to check
1.How is the success rate of SMV applicants(do they still have to seek STNI nominations for this to work)
2. Can he travel to Australia after lodging his application with DIMIA?

Australian employers are generally not interested in sponsoring for visas unless the applicant has very special skills they can't find locally, or there's a real shortage in the occupation.
2. Can he travel to Australia after lodging his application with DIMIA?
And if DIMIA think he is planning to work in Australia they will refuse entry on arrival.

Because my freinds skills are not in demand in Australia(Advertising and PR profession)he is now looking at NZ migration based on the new amendments introduced recently.
