1st installment is paid by a credit card at the time of application. 2nd installment only applies to the secondary applicants who have no English (4.5 average is not THAT hard to get in the IELTS test). Yet, if you so chose, 2nd installment will be asked for just before the visa grant and will cover the English tuition for the dependents upon arrival to Australia.

Is the second payment if english is not your first language. Does this payment not apply if you only speak the 1 language.

Would the subclass 176 be better for me i am a boilermaker

Second installment is for tuition fee for your secondary applicant which he/she does not met with the IELTS criteria. if you are applying on single applicant, you don have to pay for second installment.

The second installment is for spouses who don't hold passports from either UK, US, Canada, New Zealand or Ireland. If your spouse holds one of those passports you do not have to have her do IELTS, nor do you need to pay a second installment. If you do not have a spouse on your application you will not need to worry at all about 2nd installments.
