Anyone out there ever managed to get the required job offer of an IT role before they applied for an SIR visa?

The key question to answer - without being disrespectful - is why would an employer choose to hire you rather than the Australian next in line.
And if you did find such an employer then why on earth would you want to go for a SIR visa, it makes a lot more sense to go for ENS/RSMS sponsored by the employer and forget about SIR.

Got a friend who sent out 250 cv's to various company's and got one positive reply, he is a network administrator, they are sponsering him on a 457 and will apply for ens when he gets there.

I thought it was the "Australian Way" to give folks a fair go! It seems to me that most Australian firms will only look after Australian applicants first, rather than choosing the best person for the role.
There is certainly a high degree of protectionism going on in this country.

Contrary to the opinion expressed by Jeremy, and the Lord Horace's
informed comment on these views, many Australian employers do indeed
choose to hire migrants rather than the Australian next in line - for a
variety of reasons, including often better qualifications, and a
feeling among fairly large sections of Australian employers that most
migrants work harder for less. Successful business people are, after
all, opportunistic.
That said, the dynamics of migration do not lend themselves to easy
generalisations. There are always exceptions both ways. Rien n'est
simple.
