Secondary Applicant Eligibility

I am from HR country. Does one need to submit IELTS test of Secondary applicant at the time of lodging the Visa application?
Also, the secondary applicant's passport will get expire in about 9 months.
Should I send that passport or should I get it renewed first?
Any suggestions will be highly appreciated.
