Return to Australia 457 Expired

Can anyone please help?
I left Australia last year end of October 2001, my 457 sub class visa was going to expire.
The company that I worked for no longer needed my services as I had trained another person to do my job.
Question I am back in the U.K and want to return to OZ permanantly, I have been told that as I was there for neally 3 years, 2yrs of which was the Visa 457, that I could of applied for permanant resident? Is this true?.
2nd I have scored 135 points but 1 Migration Agency the only I have tried so far said that "as I have no degree/diploma etc in Marketing then this does not qualify? weird how are you supposed to become a Marketing Specialist, without the experience it is back to front, or are they having me on.
How can a student do a job they have no experience in?
I have 15yrs proven track record.
Any help or comments please let me know or any ideas how I can return under a diffirent Visa status.

having a 457 gives you no privileges with regard to your residency attempts it only gives you a further 5 points to your points test total. You need to get your degree assessed by the relevant authority in your field. If you don't have a relevant degree then there must be some minumum experience you need to have - 15 years should suffice if you can prove it. Search www.immi.gov.au for your relevant assessing authority

Marketing Specialist is assessed by VETASSESS and is a 50 point occupation. From page
31 of the current Skilled Migration booklet:
"50 points - for more general professional occupations You must have a qualification
equal to an Australian Bachelor degree of higher qualification (but it need not be
specifically related to your nominated occupation)"

As Marketing Specialist is only a 50 point occupation, how did you manage to get to
your assessed total of 135 points to begin with?

Well to be honest I did an online assesment, with a Melbourne Migration Company.
Maybe it is there way of getting you to pay for the assesment, by making you believe that you qualify????? who knows.
Anyway I have no idea how they came up with 135 it asked.
Had I worked in Australia in the past 2 years? yes
Did I have Family there yes.
Was I Single?
What was my occupation.
Age.
Nothing else much relevant, but when I saw they wanted they wanted $145 aus before they would get back to me, bells started to ring.
I am just trying to figure out who to go with?
I did not keep the assesment but will wait and see if I hear anything.(probably not) I asked what was I getting for $145 and so far I have heard nothing?

Occupational Experience more then 3 yrs 10 points.
Family 15
English Language 20
Worked in Australia for more then 6 months on a work visa in the past 4 years 5 points.
Total 130 points.
I even stated that I had no degree or diploma.

Which website is that? (the points for occupation and work experience look
wrong to me).
Look at the DIMIA website for the skilled points test and re-work your points:
http://www.immi.gov.au/allforms/skl-pts.htm
But in the light of the requirements in the Skilled Migration booklet, it's going to
be difficult if you have no degree.
