Default Refund if old visa application fee if still waiting after 3 years for C/O.

Hi again, applied for 487 residential GM visa in sep 2009. Still on bridging visa waiting for this. Received letter from DIAC in July 2012 along with many others I'm sure that this visa would still be another 18 months. Now applying for new 190 skills select visa WA. Was wondering if anybody has applied for a refund of old visa application seeing as it has not been processed? Is this even possible? My agent is looking into it, but thought I'd ask for others who have tried this?
Thanks

I would very much doubt it. It's a voluntary choice to pull your visa application, so DIAC have no reason to refund you.
