Pre/post July - an annual event?

Pre/post July - an annual event?
I was just wondering if the pre/post July thing happens every year, or this was just a one off due to changes?

They're always changing something, unfortunately. Major changes are usually planned for the first day of July, November or March, and if there's a silly acronym such as "SIR" or "LEGEND", which were both publicly unveiled on 1 July this year, then you know you're in trouble :-)
