Question Onshore visa

Question: If you are currently based in Australia (working under a 457 visa), can anyone tell me what visa you would have to apply for (which would be equivalent to a 136 skilled independant visa) that does not involve either state or employer sponsorship?

There is no onshore equivalent of 136 for 457 holders - why not just apply for 136 itself, if you qualify?
