Hi Guyz,
My friend is offshore applicant and his occupation (263213 ICT system test Engineer) is in your NT occupation list and he got five years of experience accepted by ACS assessment letter.He resigned from his job in April 2018 and currently I am on holidays almost two years.
It is written in NT website "

• Offshore applicants must have been employed in their nominated occupation for at least 12 months out of the last 24 months prior to your application, or have relevant Australian qualifications".

What above mentioned statement really means?
Is he eligible for visa 491 for NT as his points 85 for 491 visa?

It means exactly what it says. And if you/your friend have been on holiday for the last two years then you/your friend cannot claim to have been employed in their nominated occupation for at least 12 months out of the last 24 months prior to your application,
