Default Negative ACS skills assesment - what is certification IV?

Hi All,
asking on behalf of my friend that got negative answer from ACS - he applied for Analyst Programmer (ANZCO 261311).

His diploma in Software Engineering from 2-yr college was assessed as comparable to a certification IV and does not meet the requirement of the ACS PIM 3 for Analyst Programmer.
The Skilled Employment calculated seems enough as it is more than 2 years.

As far as I understand cert. IV does not qualify for Analyst Programmer, however it might qualify for Software Engineer (261313) or Software and Applications Programmer NEC (261399)

I could not find any definition for Certificate IV in ACS and what does it means except several other sites stating that Cert. IV is Software Developer.

Where could I find the definition of cert. IV in ACS and for which skill in SOL it can qualify?

Really appreciate your help.
