Need for an ESO training permit to apply for 457

Hi all,

I am currently in australia and about to take my OTSR exam for my electrical trade.

My question is, do I need an ESO training permit before applying for my 457.

Time is of the essence for me and apparently the ESO could take a month to process. :thumbdown:
