medicare on a 138 visa?

somebody has told my newly arrived sister in australia that we wont be able to get medicare on a 138 visa (which has a bond payment kept for 2 years, less any monies claimed), until the 2 years bond is up?
does anybody know if there is any truth in this?

She was told wrong.
138 holders are eligible for medicare immediately (once Medicare get arrival details from DIMA). And it has no impact on the bond because it's not "welfare".
