Australia do not target any particular country over another when looking for skilled migrants as there is a minumum skill level for migrants ie. ACS or TRA so every potential Skilled migrant has to prove that they can meet that minimum, in saying that in the real world of obtaining an actual job one of my friends is a Recruitment consultant for a IT & Engineering Recruitment firm in Sydney and she says that a lot of companies now are instructing her to seek people who speak English as a first Language or educated in Australia or 'Similar'.
So read between the lines.

And the article notes that it is not the same as the WHV that is granted to citizens of other countries - some qualifications are needed, there is some form of English language requirement and there is a limit of 100 per year.
Also, it is reciprocal - I'm not sure about what visas are available for young Australians to work in India that would be similar to the WHV.

India is a high-risk country because of the many fraudulent applications received by DIAC from India. This is based on investigations by DIAC, not some arbitrary assignment.
Also the Australian govt has every right to determine which countries it wants to have WHV arrangements with. Australia is a sovereign country and can implement its own immigration procedures/policies the way it wants! If Australia wants a WHV arrangement with Bangladesh, it's none of your business unless you're an Australian or Bangladeshi citizen/resident/taxpayer.
Again if you think there's discrimination, IMHO Australia is not the right country for you!

U also need to realise that a lot of people visit this forum to garner some knowledge and are not aware with issues such as India being a HR country, which in turn may seem surprising to them as not everyone uses fraudalent documents in India.
So i would advice u to just chill and try to be polite with the kind of tone u r using with ur fellow applicants.

There is a whole thread on this forum that has been going for well over a year where 6,000 plus applicants for PR from around the World have been put on hold as a result of some of your compatriots actions. These applicants did absolutely nothing wrong and still don't know if they will ever get their visas - See:
