I have, earlier, applied for UK HSMP visa and even American B1/B2 Visa. Both were successfully approved in less than a week.
Not allocating a CO for more than nine months for applicants from so called "HIGH RISK" countries does not make any sense - all verification starts after CO is assigned.
I have received two good job offers from reputed Aussie employers - but could not make it - 457 Work Visa for High Risk applicants can take upto 2 months - they were not ready to wait.
Classify all applicants as HIGH RISK or LOW RISK is a very immature way of looking at things:
Each applicant from HIGH RISK country is a terrorist
Each applicant from LOW RISK country is an Angel

The same is true - applicants from HIGH RISK country usually get a CO later than those from LOW RISK countries like UK/Ireland.
Unlike USA & Canada, Australia tags each applicant by nationality - blame it on White Australia policy existing many years ago and the resulting attitudes and policies.

Having said all of the above, I do agree that CO allocation for high risk countries seem to take longer. However, rest assured there is good reason behind it and it is not due to any kind of discrimination. By the way, I am from South Asia too.

I agree that a lot of people have duplicate certificates from india.But if DIAC allocate a CO as soon as they receive the application without considering their nationality tat will be fair.I am single and as I said ealier all my experience and qualifications are from low risk country.The reason why I am still waiting for my CO is due to my nationality.I do believe that there must be a lot of pple waiting like me just bcoz they hold indian passport and i do not think that is fair:curse:.If they had allocated a CO for me when I applied I would have got my PR by now.If DIAC want to investigate more about the qualifications of those from high risk country they can take longer time.But one thing I do not understand why those from high risk country getting a CO very late

So, I have apply for Permanent Residence of Australia in order to work there - the entire process can take up to 2 years.

If you look at the recently posted DIAC annual report on its website, you will see that Indians comprise the largest single nationality that were granted immigrant visas in FY2007-08. India is now ahead of Britain, New Zealand or China in terms of immigrant intake. As you can see, white australia policy does not exist anymore. I lived in Australia for a couple of years and got to know Australian systems and people quite closely. I have developed deep respect for the values and high ethical standards of the Australians and the fairness of their systems and processes. Hence the decision to migrate to Australia.

All kinds of checks and verification takes place after CO is assigned. There seems to be some indication that Australia prefers applicants from LOW RISK countries - hence CO allocation is faster for them.

Overall, Kiwis (1) and Poms (2) are ahead of Indians (3) in terms of Settler Arrivals.

why is it that many indians are complaining about 'high risk' status while many of those from other so-called 'high-risk countries' just take it in stride?

Dear commonwealth,
The reason why I am so unhappy bcoz if I compare my application with my low risk country fellow nurses who applied on the same date as me,who might hav studied with me in the same uni,work in the same hospital and earn the same salary got their visa.But I paid the same amount as they paid,filled up the same forms,went through the same processing,I hav not got even got a CO.......
Then y others r not complaining,u should ask them.....

I am surprised there is complaints.
It clearly gives a time scale as to how long it takes from a Low risk and High Risk.
I am sorry but it does get on my nerves that people complain that it is because of race or country etc and not accepting it as on individual merits.

The High Risk thing has got nothing to do with terrorists and everything to do with fraud. The reason your country is classed as high-risk is because more people from your country breach their visa conditions than people from low-risk countries.

This thread is heading towards a similar direction of another thread which the moderators had to close, ultimately. Parts of arguments on both sides are valid. Let me explain.... we can split the visa processing timeline into two phases as follows:
Phase 1: From lodgement to CO allocation
Phase 2: From CO allocation to visa grant
During Phase 1, it is reasonable to assume that no checks are carried out since the CO did not assess the file yet. In Phase 2, the CO would arrange to carry out all the background checks.
What our Indian friends are saying is..... why should there be a delay in Phase 1 i.e. CO allocation because background checks are supposedly not done prior to this phase. They are not disagreeing that there are increased risk of documentation fraud from high risk countries but this is no excuse for delaying CO allocation i.e. Phase 1.
Background checks are carried out on two fronts.... 1. documentation integrity and 2. character checks. The former includes checking autheticity of the all the documents people submit including academic, professional, marriage, birth certificates etc. The latter includes criminal records, inclusion in torrorist list (name matching) etc. I guess depending on the country, volumes and resources, these are carried out either by outsourced specialised agencies or by the Australian embassies themselves.
While I do agree that CO allocation should not be delayed for anyone, I also hold the view that rigorous background checks should be carried out for everyone before visa grant. This will ensure that Australia remains a safe place where we all, the aspiring migrants, want to bring up a family and spend the rest of our lives peacefully.

I am also planning to apply for skills assessment by ACS shortly. I have been working as a SQL Server DBA for last 9 years and worked as a Datawarehousing and Business Intelligence Consultant for 12 months. So will try if I can get MODL.
Did you submit the ACS application on your own or hired an agent?

A lot of people from High Risk countries are giving false evidence for immigration and are making it worse off for the genuine applicants. (like you guys)
I agree anyone can do false certificates etc etc but obviously loads of countries have more fraudulant applications then Low risk countries
I fully agree it is not fair on honest applicant and should be one rule for all. however this is unfortunately due to the dishonest applicants and honest people suffer.
But it will make you more determind to get to your destination.
