My Fiancée is looking to lodge her Prospective Marriage Visa with everything immi require but minus the letter from the Marriage Registrar stating which date the wedding will be on. We will have everything they need before we can set up a meeting with a Marriage Registrar and were hoping to save time by lodging the application first and letting them know the letter will follow on soon.

Will the application be refused outright if they don't have EVERYTHING they require?

One of the essentials for a Pros Marriage Visa is the Notice if Intended Marriage, as you have to demonstrate intent to marry. You can change the date, place etc afterwards but you will need a NOIM or the application will be refused as incomplete.
